André Shappell

Mr. André Shappell is the Director, Plans, Programs, and Requirements, Headquarters Space Training and Readiness Command, Peterson Space Force Base, Colorado. Mr. Shappell oversees the Field Command’s strategic planning processes, development of its Program Objective Memorandum, execution of its International Affairs program, and implementation of its mission analysis capabilities.
Mr. Shappell entered government service with a commission in the United States Air Force in 1986, ultimately retiring at the rank of Colonel. He served in a wide variety of operations and staff positions in Intercontinental Ballistic Missiles, on the Joint Staff at the Pentagon, and at Headquarters Air Force Space Command. His positions included Senior Crew Evaluator and Instructor in the Peacekeeper weapon system; ICBM Test Manager; Special Assistant and Speechwriter to the Chairman, Joint Chiefs of Staff; Division Chief, Launch, Range and Networks, and Deputy Director, Air, Space, and Cyber Operations, Headquarters Air Force Space Command. He commanded the 400th Missile Squadron, and the 90th Operations Group at F.E. Warren AFB, Wyoming. Prior to his current assignment, he was the Chief Strategist in the Commander’s Action Group, Headquarters United States Space Command.
