At the 39th Space Symposium, Director Christoph Kautz, DG DEFIS Director for Satellite Navigation and Earth Observation at the European Commission, outlined the EU’s strategic vision for space, emphasizing resilience, safety, commercialization, and sustainability. The address highlighted the EU’s commitment to enhancing the resilience of its space supply chains and infrastructures, particularly in light of recent geopolitical tensions and disruptions. The European Economic Security Strategy, published in June 2023, serves as a guiding document to protect and promote the EU’s economic base and competitiveness while addressing shared global concerns.

The speaker detailed ongoing upgrades to the Galileo satellite navigation system, including preparations for its second generation, which promises enhanced robustness and cyber protection. The Galileo Public Regulated Service (PRS) was highlighted as a key advancement, offering secure, 24/7 global availability tailored for military users.

In terms of safety, the EU is focusing on space traffic management (STM) to address the rising number of satellites and space debris. The EU aims to foster a multilateral STM framework, engaging in dialogues with strategic partners like the United States to promote a rule-based international regime. The upcoming EU space law will set common safety rules to mitigate collision and debris risks.

Commercialization efforts are being bolstered through the Cassini initiative, which supports new space companies by improving access to capital and facilitating their growth. The initiative has already raised significant funds and aims to ensure that European startups can thrive.

Sustainability remains a core focus, with the Copernicus Earth Observation program playing a crucial role in environmental monitoring and policy-making. The EU is committed to evolving Copernicus services to meet future needs and align with global sustainability goals, including those outlined in the COP 21 Paris Agreement.
